The City Attorney's Office does not provide legal advice or legal services to the public. 

The City Attorney's Office is legal advisor to the Mayor, City Council, its Appointees and Enterprises, including Colorado Springs Utilities and Memorial Health Systems, its boards, commissions and committees, and its staff members in the conduct of City business. In addition, the City Attorney's Office represents the City in all court cases where the City has an interest and prosecutes all cases docketed into Municipal Court.

About Wynetta Massey

Additional Information: A native of Independence, Missouri, Wynetta Massey holds bachelor’s degrees from the University of Missouri-Columbia in speech communication (with honors) and political science, and graduated from the University of Kansas School of Law.  She accepted a position with the Colorado Springs City Attorney’s Office in 1990, and has served as Colorado Springs’ City Attorney and Chief Legal Officer since 2014.

Ms. Massey is a national speaker on a variety of municipal law topics including ethics, land use, marijuana regulation, and the Council-Mayor form of government, and has published articles in The Municipal Lawyer and The Kansas Municipal Law Annual.  She is the Chair of the Colorado Municipal League’s Amicus Committee, and serves on the Board of the International Municipal Lawyers Association.  Ms. Massey is also an IMLA Local Government Fellow, a competitive program which recognizes attorneys as specialists in the field of local government law.

Corporate

Provides legal representation to all City departments, enterprises, elected officials and members of boards and commissions.

Employment

Represents and advises the City and its enterprises in employment law matters.

Litigation

Represents the City and its enterprises in all adversarial actions in any State or Federal court, administrative agencies in which the City, its enterprises, City Council, the Mayor or any board, commission or authority of the City is a party.

Prosecution

Represents the City in the prosecution of municipal ordinance violations before the Colorado Springs Municipal Court and in licensing enforcement actions before the City’s administrative bodies.

Utilities

Provides legal services to Colorado Springs Utilities, an enterprise of the City of Colorado Springs.
