Action Plans

The Annual Action Plan guides the use of HUD grant funds for the coming program year. The plan is the result of consulting with various stakeholders, including agencies responsible for carrying out eligible projects and activities, local government representatives, interested community members, and advocacy groups for disadvantaged populations such as the disabled, individuals and families experiencing homelessness, and low-income seniors. The APP lays out specific goals that address the community's priority needs. 

Consolidated Plans

The Consolidated Plan is a response to federal requirements, as set forth by the U.S. Department of Housing and Urban Development (HUD), and is intended to outline the long-term strategies necessary to address the housing, economic and community development needs of low and moderate-income residents of Colorado Springs.  The Annual Action Plan details the proposed projects, goals and objectives for each year of the five-year plan.  

Consolidated Plan and Annual Action Plan

The 2020-2024 Consolidated Plan consists of many components – a community needs assessment, housing market analysis, strategic plan, etc. The 2020 Annual Action Plan is a component of the consolidated plan, which functions as a five-year plan to guide each year’s activities and expenditures.

If you’d like to hear more about the plan, its contents, and provide feedback, consider joining the Community Development Division (CDD) at a public hearing on January 22, 2020 at 5:30 PM in the Pikes Peak Room at City Hall, 107 N. Nevada Ave., Colorado Springs, CO 80903. Staff will go over proposed actions regarding the 2020-2024 Consolidated Plan and 2020 Annual Action Plan for the use of federal block grant funds received annually from the U.S. Department of Housing and Urban Development (HUD). CDD invites the public to discuss the proposed strategies and activities for the next five years and proposed projects for 2020 using federal Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), and Emergency Solutions Grant (ESG) funds.

Draft 2020-2024 Consolidated Plan and 2020 Action Plan

From January 1 to January 31, 2020, any individual, group, or agency may submit written comments on the draft 2020-2024 Consolidated Plan and 2020 Action Plan to the City of Colorado Springs Community Development Division by contacting Catherine Duarte at (719) 385-6876 or Comments should specify which notice they are addressing. All comments received on or before January 31, 2020 will be considered by the City of Colorado Springs Community Development Division.


The Comprehensive Annual Performance Evaluation Report (CAPER) is written after the completion of the program year on March 31st. CDD releases the CAPER for public review and comments before submittal to the U.S. Department of Housing and Urban Development. The CAPER will include the achievements of all of the CDBG, HOME, and ESG sub-recipients as obtained from their required reports and monitoring.
